Conference to collect ideas on the research draft on the Central Highlands program III

On 27 April 2010, a conference to collect ideas on the research draft on the Central Highlands program III was held in Buon Me Thuot City, with the participation of Mr. Mai Van Nam, Party Central Committee member, Standing Deputy Head of the Steering Committee for the Central Highlands; Mr. Nguyen Van Lang, Deputy Minister of Science and Technology; Mr. Chau Van Minh, President of the Vietnam Academy of Science and Technology (VAST); Mr. Duong Ngoc Hai, VAST Deputy President; Mr. Nguyen Xuan Thang, VAST Deputy President; Mr. Tran Sy Thanh, Deputy Chairman of the Dak Lak provincial People’s Committee; representatives from the Department of Social Sciences and Resources under the Ministry of Science and Technology; representatives from agencies under the VAST, the Vietnam Academy of Social Sciences, the Vietnam Union of Science and Technology Associations, research institutes, universities and Departments of Science and Technology of provinces in the Central Highlands.


The guideline to study the assessment and orientation in the exploitation of the Central Highlands in the connection with key scientific and technological targets and tasks was adopted by the Prime Minister in Decision 67/2006/QD – BKHCN dated 21 March 2006. One of the main orientations includes accelerating basic study in the natural sciences and the social and humanities sciences, focusing on oriented study, and applying to serve socio-economic development and serve the development of the areas that are strengths of Vietnam.

The 10th regular scientific and technological meeting for provinces in south central Vietnam and for Central Highlands provinces on 24 September 2009 in Dak Lak province, chaired by Deputy Minister of Science and Technology, Nguyen Van Lang with the participation of nearly 250 delegates, pointed out the urgent demand for the building of the third program for the Central Highlands, with a target to assess the conditions and the natural resources to serve socio-economic development and national defence and security in the Central Highlands in the new period of socio-economic development of the country.

To satisfy the demand, the VAST worked with the Vietnam Academy of Social Sciences and the Vietnam Union of Science and Technology Associations to build and propose the State level draft program “A study to have a general assessment on environmental resources and socio-economic situation to propose scientific and technological strategy serving the sustainable development for the Central Highlands in the 2010-2020 period with a vision to 2030”, with four basic targets as follows:



  • Assessing the natural environmental resources and economic, cultural and social situation of the Central Highlands after 20 years of the exploitation (since the Central Highlands program II in 1988) to propose and build up the scientific and technological groups for the sustainable development for the Central Highlands in the 2010-2020 period with a vision to 2030.

  • Providing the database to serve the planning for the Central Highlands socio-economic development and for localities to build the plans for the next five years and the following years.

  • Studying and proposing the technological transfer to create environmentally treated technologies and products, in order to increase the economic efficiency, protect the environment and develop the scientific and technological potential in the Central Highlands

  • Studying to give warning for dangerous natural disasters which often occur in the Central Highlands; and building solutions for the mitigation of consequences caused by these natural disasters.


In the draft program, to realize these four above basic targets, the program will focus the study on the sustainable development target for the Central Highlands with three poles:



  • Being sustainable in economic growth, creating many commodities with high efficiency and knowledge content, attracting enterprises’ investment

  • Being sustainable in the management of resources, reducing environmental recession with advanced technology

  • Being sustainable in social management, increasing employment and jobs, maintaining groups’ cultural identities with guidelines and policies and social organization models suiting the objective rule



Speaking at the conference, Mr. Mai Van Nam, Standing Deputy Head of the Steering Committee for the Central Highlands, said that the VAST working with the Vietnam Academy of Social Sciences and the Vietnam Union of Science and Technology Associations to propose the State level draft program “A study to have a general assessment on environmental resources and socio-economic situation to propose scientific and technological strategy serving the sustainable development for the Central Highlands in the 2010-2020 period with a vision to 2030” is essential in the current context. Mr. Mai Van Nam said he hoped scientists and managers would contribute unbiased and scientific ideas for host agencies to receive and complete the draft Central Highlands program III.
