Conference on Reviewing Science and Technology Cooperation Activities for the 2022–2025 Period and Signing the 2025–2030 Cooperation Agreement between Vietnam Academy of Science and Technology and Hue City People’s Committee
Attending the Conference, on behalf of VAST, were Prof. Acad. Chau Van Minh - Member of the Party Central Committee, Secretary of the Party Committee, and President of VAST; Prof. Dr. Chu Hoang Ha - Vice President of VAST; together with leaders of affiliated units under VAST. Representing Hue City were Mr. Le Truong Luu - Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the People’s Council, and Head of the City’s National Assembly Delegation; Mr. Nguyen Van Phuong - Deputy Secretary of the City Party Committee and Chairman of the City People’s Committee; Mr. Nguyen Thanh Binh - Standing Vice Chairman of the City People’s Committee; along with leaders of relevant local departments and agencies.
Overview of the Conference
During the 2022–2025 period, Vietnam Academy of Science and Technology (VAST) and Hue City People’s Committee engaged in comprehensive cooperation in the field of science and technology (S&T), focusing on addressing urgent tasks, promoting research, transferring and applying results into practice, thereby serving socio-economic development.
Hue City allocated land for the Central Institute for Scientific Research (under Vietnam Museum of Nature – VAST) to build its headquarters and research centers. At the same time, the city allocated 1.69 hectares in An Van Duong to establish the Integrated Center for Marine Environmental Incident Response, which will enhance research and monitoring capacity, proactively respond to climate change, and provided land for the investment project to establish Vietnam Center for Natural Resource Conservation and Wildlife Rescue in Phong Dien commune, Hue City.
In terms of research and development, numerous studies have been implemented, yielding practical benefits. These range from the experimental project on artificial production of Oxyeleotris marmorata fry in Hue City, to projects developing cultivation models and trial production of high-quality products from Andrographis paniculata to support community healthcare and the development of medicinal resources contributing both to local economic growth and public health. Notably, the bioremediation technology for dioxin-contaminated soil, transferred free of charge by the Institute of Biotechnology under VAST to the Military Institute of Environmental Chemistry, Chemical Corps, Ministry of National Defense, was successfully applied to remediate dioxin-contaminated soil at A So Airport in A Luoi, Hue City. This transformed the polluted land into arable fields, carrying significant social meaning for local communities.
In addition, with a strong team of highly qualified experts across most fields of natural sciences, VAST scientists actively participated in scientific councils, providing consultancy and professional support, such as contributing to the Science and Technology Advisory Council for evaluating the technological plan of the Kanglongda Hue Plant project.
These cooperation outcomes have contributed to enhancing S&T capacity, supporting nature conservation, developing medicinal resources, protecting the environment, and promoting innovation.
Speaking at the Conference, Mr. Le Truong Luu - Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People’s Council, and Head of National Assembly Delegation of Hue City - emphasized that Hue City has always received attention, support, and active engagement from VAST and its affiliated units. The cooperative activities have proven effective through institutional support, high-quality human resources, and technology transfer research in the city. He expressed his hope that VAST would continue to accompany and support Hue in applying and transferring S&T, developing human resources, and providing specialized training. At the same time, he proposed that VAST further strengthen strategic consultancy, contributing to orienting the city’s development so that science, technology, innovation, and digital transformation truly become key drivers for socio-economic growth, improving people’s quality of life, and affirming Hue’s position in the country’s development process.

Prof. Acad. Chau Van Minh - Member of the Party Central Committee, Secretary of the Party Committee, and President of VAST - stated that although the 2022–2025 cooperation period was not long, the two sides successfully implemented numerous science and technology (S&T) tasks closely aligned with practical needs. This affirmed that S&T cooperation not only addresses the city’s urgent issues but also lays the foundation for Hue’s long-term sustainable development.
Looking ahead to the 2025-2030 period, the two sides will focus their cooperation on strategic areas, including: application of S&T in the conservation and promotion of cultural and natural heritage values; development of biomedicine, medicinal resources, and healthcare technologies; research and forecasting of climate change, resource management, and environmental protection; accelerating digital transformation, developing smart cities, and fostering innovation. VAST is committed to mobilizing resources to accompany Hue in carrying out these strategic areas, contributing to building Hue into a national center of science, culture, healthcare, and innovation.

Speaking at the Conference, Mr. Nguyen Van Phuong - Deputy Secretary of the City Party Committee and Chairman of the Hue City People’s Committee - emphasized that the results of cooperation over the past period have affirmed that Hue is not only a cultural and tourism hub but is also gradually becoming a science and technology (S&T) center of the Central region and the entire country, in line with the spirit of Resolution 54 of the Politburo. The city is committed to continuing its support and creating favorable conditions for S&T cooperation programs to be effectively implemented, linking research with the practical needs of socio-economic development and climate change adaptation.

As part of the Conference, the Signing Ceremony of the 2025-2030 S&T Cooperation Agreement between Vietnam Academy of Science and Technology (VAST) and Hue City People’s Committee took place. Under this Agreement, the two sides will focus on several key tasks, including: cooperation in developing S&T potential; cooperation in research, development, application, and technology transfer; cooperation in developing S&T human resources; and international cooperation in science and technology.
