Conference: Improving research efficiency and applying scientific research results of female intellectuals to develop the country: Current situation and solutions

In order to affirm the role and contributions of Vietnamese female intellectuals in applying scientific and technological research results to production and life; Assess the current status of technology application and transfer: difficulties, advantages, causes and solutions; Sharing the results, experiences and lessons of Vietnamese female intellectuals in bringing research results to life, and at the same time recommending policy solutions to promote the implementation of scientific research results. On April 6, 2023, the Vietnam Women Intellectuals Association in collaboration with Vietnam Academy of Science and Technology held a conference with the theme: “Improving research efficiency and application of scientific research results of female intellectuals to develop the country: Current situation and solutions".

Attending the conference were more than 100 delegates from the Association of Vietnamese Women Intellectuals from many agencies and localities across the country. The seminar was honored to welcome representatives of leaders of Party committees, ministries and localities, and a number of press agencies.

Speaking at the opening of the Conference, Assoc. Prof. Dr. Tran Tuan Anh, Vice President of Vietnam Academy of Science and Technology, affirmed the role and effective contributions of female intellectuals. In Vietnam, science and technology is one of eight areas of the national target on gender equality. Currently, the number of human resources for scientific research in Vietnam has increased (Accounting for about 46% of the total number of research and development human resources in the country).

Women are increasingly making great contributions to scientific and technological research, thereby contributing to the country's economic development. Vietnam Academy of Science and Technology, the leading research unit in the country in natural science and technology development, is the research, training and application cradle of many female scientists who have been honored to receive the noble awards. Not only creating the best conditions for women to participate in scientific research projects, VAST's leaders also appointed many female scientists to leadership positions in functional departments, specialized institutes and departments. Appreciating, placing responsibility and honoring female scientists is not only a recognition of contributions to research and application of science and technology, but also contributes to inspiring scientists to advance on the path of science and technology development.

The report of Vietnam Academy of Science and Technology focuses on the challenges and groups of solutions to improve the research efficiency and application of scientific results of the female intellectuals of the Vietnam Academy of Science and Technology to develop the country. In particular, the barriers to applying scientific and technological research results in practice are identified from scientific research activities, technology transfer and the policy of commercializing research results, intelligent assets.

During the workshop, the reports focused on highlighting the achievements, research results and practical applications of female intellectuals in the past time, and at the same time highlighting the difficulties and barriers. In which the reports emphasize the Regulation on handling results of scientific research and technological development tasks; The combination of scientific researchers and businesses; Lack of capital, difficult to expand the market, limited in digital transformation; Procedures for carrying out scientific research and proposing recommendations to increase the participation and contribution of female intellectuals in the coming time.

On behalf of the Conference Organizing Committee, Prof. Dr. Le Thi Hop, President of the Association of Vietnamese Women Intellectuals, delivered a speech at the conference's conclusion and emphasized:
1) Workshop: "Improving research efficiency and application of scientific research results of female intellectuals to develop the country: Situation and solutions" has affirmed the role and contributions of female intellectuals. Vietnamese knowledge in applying scientific and technological research results to production and life; The difficulties and advantages in applying and transferring technology as well as bringing scientific research results to life have been assessed.
2) The workshop recommended a number of policy solutions to promote scientific research, increase the participation and contribution of female intellectuals in the coming time and the application of scientific research results and practical applications, recommend the main groups of solutions:
- To increase State investment in scientific research fields; Invest in long-term science and technology tasks, attaching scientists from basic research to trial production to perfect technological products. Socializing and diversifying capital sources for science and technology activities; Connect scientists with businesses and communities; Promote environmental science and technology research activities to apply science and technology to solve environmental pollution in Ho Chi Minh City, Hanoi; Apply a scientific approach along the value chain; Prioritize research with products put into production. Strengthen support for enterprises to apply science and technology, have tax incentives...
- Strengthening international cooperation in implementing scientific & technology activities/projects/programs: grasping core technologies, developing new technologies.
- Building and completing the legal framework to promote the commercialization of research results and intellectual property; uniformly adjust regulations and legal documents related to commercialization of research results and intellectual property such as: Law on Science and Technology, Law on Technology Transfer, Law on Intellectual Property.
