Ceremony Announcing the Prime Minister’s Decisions on the Transfer and Appointment of Associate Professor, Doctor Bui The Duy as Vice President of Vietnam Academy of Science and Technology

On the afternoon of January 14, 2026, at Vietnam Academy of Science and Technology (VAST), a Ceremony was held to announce and present the Prime Minister’s Decisions on personnel organization: Decision 72/QD-TTg on the transfer and appointment of the Vice President of Vietnam Academy of Science and Technology for Assoc. Prof. Dr. Bui The Duy – Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Minister of Science and Technology; and Decision 142-QD/DU of the Government Party Committee appointing Comrade Bui The Duy, Alternate Member of the Central Committee of the Communist Party of Vietnam, Vice President of Vietnam Academy of Science and Technology, to participate in the Executive Committee and the Standing Committee, and to hold the position of Deputy Secretary of the Party Committee of Vietnam Academy of Science and Technology for the 2025–2030 term.

Attending the Ceremony announcing the Prime Minister’s Decisions were Prof. Acad. Chau Van Minh, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Party Committee, President of Vietnam Academy of Science and Technology; Comrade Nguyen Manh Hung, Member of the Central Committee of the Communist Party of Vietnam, Minister of Science and Technology; together with members of the Standing Committee and the Executive Committee of the Party Committee of VAST, leaders of units under the Academy, and leaders and representatives of agencies of the Ministry of Science and Technology.

On behalf of the Party Committee and the leadership of VAST, Prof. Acad. Chau Van Minh congratulated Assoc. Prof. Dr. Bui The Duy on being entrusted, transferred, and appointed to the positions of Deputy Secretary of the Party Committee and Vice President of VAST. Prof. Acad. Chau Van Minh stated that Comrade Bui The Duy is a leader well acquainted with VAST through many years of coordination while holding leadership positions at the Ministry of Science and Technology; he is a cadre who has received systematic training both domestically and internationally, became the youngest associate professor in 2009, and has served in numerous positions, thereby accumulating extensive professional experience. Prof. Acad. Chau Van Minh expressed his confidence and expectations that Assoc. Prof. Dr. Bui The Duy will work together with VAST to effectively implement assigned tasks in the coming period, especially in the context that the Prime Minister has issued the Strategy for the Development of VAST to 2030, with a vision to 2045. The President of VAST called on leaders of subordinate units and all staff of VAST to actively coordinate and provide support so that Assoc. Prof. Dr. Bui The Duy can successfully fulfill his assigned responsibilities.

Speaking upon assuming his duties, Assoc. Prof. Dr. Bui The Duy expressed his honor and deep emotion at being entrusted by the Prime Minister with the transfer and appointment to the position of Vice President of VAST. This is a great honor as well as a valuable opportunity for him to apply his experience in state management at one of the country’s leading research centers. In his new role, he committed to working together with the Academy’s leadership collective to develop and implement the development strategy for the coming period, gradually building VAST into a strong research center of the region and the world. With regard to the new science and technology innovation policies issued in 2025, he expressed his desire to apply them in practice at VAST. Assoc. Prof. Dr. Bui The Duy also conveyed his profound gratitude to generations of leaders of the Ministry of Science and Technology, especially Minister Nguyen Manh Hung, along with the collective of officials, civil servants, and public employees of the Ministry who have accompanied and supported him throughout his career, including nearly eight years in the position of Deputy Minister.

Minister Nguyen Manh Hung emphasized that the assignment of Assoc. Prof. Dr. Bui The Duy to a new position at Vietnam Academy of Science and Technology reflects the deep attention of the Party and the State to the science and technology sector in general, and to the contingent of science and technology personnel in particular. This is of special significance in the context that the country is facing a serious shortage of well-trained human resources in science and technology, innovation, and digital transformation with solid practical experience.

According to Minister Nguyen Manh Hung, this personnel decision also marks a new stage of development, not only for Comrade Bui The Duy personally but also for the cooperative relationship between the Ministry of Science and Technology and VAST - two key pillars of the national science, technology, and innovation ecosystem.
