Celebrating 15th anniversary of USTH (2009–2024) and receiving Prime Minister’s Certificate of Merit
Attending the ceremony, from Vietnam Academy of Science and Technology (VAST), were Prof. Dr. Chau Van Minh, Member of the Central Party Committee, Secretary of the Party Committee and President of VAST; Prof. Dr. Chu Hoang Ha, Vice President of VAST and Chair of the USTH Council; Assoc. Prof. Dr. Ha Quy Quynh, Head of the Organization-Personnel and Inspection Committee; and Dr. Le Quynh Lien, Head of the International Cooperation Department. From the French Embassy in Vietnam, Ambassador Olivier Brochet was present. Also attending were Prof. Dr. Jean-Paul Deroin, Chair of the USTH Consortium of French universities and research institutions, along with strategic partners in education and research and generations of USTH staff, faculty and students.
On this occasion, USTH proudly received the Prime Minister’s Certificate of Merit. Decision 1531/QD-TTg dated December 6, 2024, highlighted USTH’s outstanding achievements in international cooperation, contributing to fostering developmental partnerships with international counterparts, especially its strategic partner, the French Republic.

This recognition marks the tireless efforts of USTH in its journey to becoming an internationally recognized research university. Since its establishment in 2009, USTH has pioneered international collaboration with over 30 leading French universities and research institutes, along with numerous other global partners. These accomplishments not only affirm USTH’s position in education and research but also strengthen the Vietnam–France friendship.
Receiving the Prime Minister’s Certificate of Merit on the occasion of its 15th anniversary is a significant milestone, underscoring USTH’s persistent efforts in its development journey. This recognition serves as a great motivation for the university to continue innovating and achieving remarkable successes in the future.
Speech by Prof. Dr. Chau Van Minh, President of VAST, at the Ceremony
Since its inception, USTH has enjoyed strong support from its governing body, VAST. During the ceremony, Prof. Dr. Chau Van Minh emphasized that USTH was established under an intergovernmental agreement between Vietnam and France, embodying the commitment of both governments to building a research-oriented university of excellence. USTH is one of three “new model” universities in Vietnam, pioneering the development of high-quality science and technology programs focusing on interdisciplinary fields such as space, aviation, information technology, nanotechnology, environment and biotechnology.
Prof. Dr. Chau Van Minh highly commended USTH’s achievements in education, research and international cooperation, asserting that the Prime Minister’s Certificate of Merit represents the Vietnamese Government’s recognition of USTH’s contributions to providing world-class education under VAST and to the nation as a whole. He expressed deep gratitude to the French ambassadors over the years for their strong support for USTH’s development and expressed confidence that the two governments and relevant ministries would continue to support USTH in its next phase of development, helping it become a leading research university in Vietnam and the region, and furthering the comprehensive strategic partnership between Vietnam and France.

USTH’s achievements would not have been possible without the support of the French Government, the French Ministry for Europe and Foreign Affairs, the French Ministry of Higher Education and Research, and the French Embassy in Vietnam. Speaking at the ceremony, Ambassador Olivier Brochet emphasized that, after 15 years of development, USTH has become a prestigious center for education and research in Vietnam, earning high praise and recognition from the international community. This success stems from the deep and lasting cooperation between Vietnam and France in education, scientific research and technology.
According to Ambassador Brochet, USTH has established itself as a reputable academic institution by maintaining a rigorous and high-quality learning environment, attracting outstanding students from Vietnam and other countries. Thanks to agreements and support from France, USTH continues to expand its scale and enhance the quality of its training and research.
USTH not only trains future scientists and engineers but also serves as a vital bridge in Vietnam–France relations. With unwavering support from French partners and strong commitments from Vietnam, USTH promises to remain one of the leading higher education institutions, contributing to the development of Vietnam, the region and the world.
The ceremony concluded successfully, marking the beginning of a new chapter in USTH’s development, reaffirming its position and reputation in science and technology education and research in Vietnam and globally.
