Aim to establish Vietnam Academy of Science and Technology as the foremost institution for science and technology in Vietnam
The Deputy Prime Minister acknowledged and appreciated the outstanding results that Vietnam Academy of Science and Technology (VAST) has achieved in recent years. VAST has been proactive, active, well performing the tasks assigned by the Government and the Prime Minister, has promoted basic scientific research, applied research and technology transfer, achieved many remarkable results, contributing to improving scientific potential, technology and the general development of the country.
In the context of science and technology developing very rapidly, AI technology and generative AI have a strong impact on all aspects of life, financial resources for science, technology and innovation continues to increase sharply, many countries are rapidly adjusting policies, increasing investment in both human resources and fiancial resoureces, promote public-private cooperation in research and application to improve national competitiveness, especially in strategic fields such as semiconductors, AI.
Vietnam Academy of Science and Technology needs to proactively follow the world's scientific and technological development tendency, clearly identify research orientations and focuses, breakthrough fields suitable to Vietnam's development needs and specific conditions in each specific period.
In addition to the results achieved in the past time, Vietnam Academy of Science and Technology still has a number of problems and limitations that need to be noted and overcome soon in the coming time. Specifically, the ability to have financial autonomy in scientific research and technological development is still low, and the income of scientists is still highly dependent on the state budget; facilities for research activities are still inconsistent, some laboratories and equipment for research and testing activities are still outdated and do not meet international standards; the scale of high-level scientific and technological human resources is still limited; The number of international publications (about 2000 articles/year) is still low compared to many academic institutes of developed countries, mainly focusing on a relatively narrow number of fields.
Although it has established relations with many academies and research institutions in many countries, VAST’s international cooperation activities have not achieved the desired effect, some programs and projects of cooperation with foreign countries are still behind schedule due to a number of subjective and objective reasons.
The effectiveness of training high-level human resources is not commensurate with the existing potentials and strengths, and has not met expectations; the transfer and commercialization of scientific research results are still limited, most of the new research results stop at reports, have not been put on the market to apply and create specific products to serve society and people's lives due to many inadequacies in legal corridors and mechanisms, policy. The main influence in the country, the results of operations have not made a strong impression in the region and the world.
Vietnam Academy of Science and Technology serves as a prominent hub for the nation's finest scientific and technological expertise
The Deputy Prime Minister suggested that in the near future, Vietnam Academy of Science and Technology will focus on well implementing the guidelines and policies of the Party and the State on the development of science, technology and innovation, especially Resolution 45-NQ/TW dated November 24, 2023 of the XIII Central Committee. Resolution 57-NQ/TW dated December 22, 2024 of the Politburo and the Government's Action Program to implement Resolution 57-NQ/TW dated December 22, 2024 of the Politburo (Resolution 03/NQ-CP dated January 09, 2025 and Resolution 71/NQ-CP dated April 01, 2025 of the Government), striving to achieve the goal of making Vietnam Academy of Science and Technology become a leading science and technology center in Vietnam, on a par with advanced countries in the region and the world, belonging to the leading group in the region in the fields of basic research, research, application and training of high-level human resources.
In order to successfully complete the assigned tasks, VAST needs to continue to promote the "spirit of solidarity, proactive creativity, dare to think, dare to do, dare to experiment", the aspiration of dedication of scientists, proactively propose appropriate mechanisms and policies, projects, schemes, etc great scientific and technological tasks, pioneering in mastering core technology and strategic technology, worthy of the assigned stature and mission, is the place where the quintessence of science and technology of Vietnam converges.
The Government will always accompany, support and create all favorable conditions for VAST to complete its assigned mission, contributing to the overall development of the country in the new era.
Regarding the organization of the apparatus and the contingent of cadres, the Deputy Prime Minister suggested that the Academy continue to well implement Resolution 18-NQ/TW dated October 25, 2017 of the XIII Central Committee, considering this as an opportunity to screen and rearrange in a reasonable way. effectively the contingent of cadres according to the requirements of practice, selecting excellent scientists and research team leaders to orient and lead important scientific and technological tasks of the times, in line with the trend of scientific and technological development of the region and the world.
For research fields with high specificity, which cannot be mechanically reduced, the Academy proactively and promptly proposes and coordinates with Ministry of Science and Technology and Ministry of Home Affairs to solve them; in case of arising contents beyond their competence, report to the Prime Minister as prescribed.
Vietnam Academy of Science and Technology will enhance its leading role in scientific and technological research
The Deputy Prime Minister suggested that VAST focus on well performing its assigned tasks, being one of the State's leading advisory agencies on policy making and strategies for scientific, technological and socio-economic development.
Closely follow and proactively propose scientific and technological tasks related to the country's major projects such as high-speed railway, nuclear power, etc. Continue to promote basic research activities, develop core technologies and source technologies, especially in the fields of space technology, marine science, biotechnology, new materials, quantum, semiconductors, artificial intelligence, robots, autonomous vehicles, unmanned aerial vehicles (UAVs)...
For applied research activities, it is essential to focus on fields where Vietnam has potential and advantages, closely linking research activities with market demands, thereby generating economic benefits for society and serving the needs of the people.
Enhance research capabilities, attract, and train high-quality human resources
VAST is implementing comprehensive digital transformation to enhance the effectiveness of management and scientific and technological research activities, contributing to the development of a digital government, digital economy, and digital society.
Actively coordinate with the National Innovation Center (NIC) to connect and supplement resources, take advantage of the potentials, strengths, specific and outstanding policy mechanisms of the Center to effectively serve research activities, well demonstrate the leading role in researching core technologies, source technology, technology is prioritized.
Promote training activities and attract young scientists and highly qualified human resources to build strong research groups, especially key and spearhead research directions such as semiconductors, artificial intelligence.
Proactively propose and develop flexible and appropriate policies, create a good working environment to attract and retain domestic and international scientists, Vietnamese scientists working abroad to create leverage for research activities; pay attention to attracting and connecting with scientists of the Vietnam Innovation Network, effectively using the "gray matter" of Vietnamese experts and scientists in the development of the country.
Proactively propose and develop flexible and appropriate policies, create a favorable working environment to attract and retain domestic and international scientists, as well as Vietnamese scientists working abroad, to leverage research activities. Special attention should be given to attracting and connecting with scientists within the Vietnam Innovation Network, effectively utilizing the expertise of Vietnamese professionals and scientists in the national development process.
Regarding the commercialization of research results, the Deputy Prime Minister suggested that VAST closely associate with businesses and the market in applied research and innovation activities; formulate and propose mechanisms and policies to encourage enterprises to invest in research and commercialization of scientific and technological products; develop technology testing zones and effectively connect with technology transfer centers across the country; set specific tasks and goals, striving to have at least 10 products from research to the market every year within the next five years.
Regarding the upgrading of infrastructure and financial resources, VAST is enhancing autonomy, attracting domestic and international resources, and diversifying financial sources through public-private partnerships in research, implementation of scientific and technological projects and tasks.
Proactively reviewing and proposing funds from public investment capital to invest in new, upgrading and modernizing laboratories meeting international standards and investing in equipment for research, testing and trial production activities; consider upgrading and building new headquarters and infrastructure for scientific research to be commensurate with the position of VAST, which can be phased into stages for implementation.
Regarding international cooperation, VAST will continue to strengthen and enhance the effectiveness of collaboration with international organizations, universities, and major research institutions worldwide, maximizing the utilization of resources, knowledge, and advanced technologies from international partners.
The Deputy Prime Minister has encouraged Vietnam Academy of Science and Technology to focus on accelerating the disbursement of public investment funds, proactively propose new projects and tasks under the principle of full decentralization and delegation of authority, with a willingness to take initiative and responsibility. Management should be based on output-oriented results, with tasks assigned along with proposals and specific, effective implementation plans and solutions.
