3rd Bilateral Conference between Vietnam Academy of Science and Technology and Ministry of Technology and Communications of Laos

On August 5, 2024, in Vientiane, Laos, the 3rd Bilateral Conference between Vietnam Academy of Science and Technology and the Ministry of Technology and Communications of the Lao People's Democratic Republic took place. The Vietnamese delegation was led by Prof. Acad. Chau Van Minh, Member of the Party Central Committee and Chairman of Vietnam Academy of Science and Technology.

At the conference, the two sides jointly summarized and evaluated the cooperation results achieved over the past time, and at the same time exchanged and agreed on the contents and plans for cooperation in the future.

The two sides agreed to continue to promote the development and finalization of the draft project to build a Data and Communication Center on Natural Disasters (earthquakes) for Laos; continue to coordinate in developing the project of the National Center for Data Storage and Cloud Computing in Laos; support the Lao Ministry of Technology and Communications in building technical capacity, developing human resources in data management, especially in the fields of digital technology and innovation; continue to exchange and cooperate on online data storage systems, moving towards building the National Center for Information Storage and Online Data Storage System Project.

Speaking at the Conference, Prof. Acad. Chau Van Minh highly appreciated the results of cooperation between Vietnam Academy of Science and Technology and the Ministry of Technology and Communications of Laos. He emphasized that VAST will continue to coordinate with the Ministry of Technology and Communications of Laos to implement the contents agreed upon by the two sides, focusing on building and completing two projects for Laos.

Regarding the issue of human resource training, Prof. Acad. Chau Van Minh suggested that Vietnamese stakeholders coordinate with the Lao Ministry of Technology and Communications to foster, train, exchange information and share experiences for the Lao side, especially in the fields of information technology, computer science and data science.

At the end of the conference, Prof. Acad. Chau Van Minh and Minister Boviengkham Vongdara signed the Minutes of the third meeting between the two sides; and witnessed the signing ceremony of the Cooperation Agreement between Vietnam Institute of Information Technology and the Lao Smart Application Research Institute, creating a legal basis for implementing cooperation activities on big data and cloud computing.

Graduate University of Science and Technology of Vietnam Academy of Science and Technology (VAST) awarded the title of "Honorary Professor" to Minister Boviengkham Vongdara, Member of the Central Committee of the Lao People's Revolutionary Party and Chairman of the Laos-Vietnam Friendship Association, in recognition of his great contributions to promoting scientific and technological cooperation as well as training human resources for science and technology management between VAST and the former Lao Ministry of Science and Technology, the current Lao Ministry of Technology and Communications (MTC), as well as efforts to preserve and promote the comprehensive cooperation and special solidarity between Vietnam and Laos.

Also within the framework of the visit, on the afternoon of August 6, the Opening Ceremony of the Joint Laboratory took place and the certificate of completion of the training course after the 3rd VAST-MTC Bilateral Meeting was awarded. This is the premise for the development of the Project "Building a Data and Communication Center on Natural Disasters (Earthquakes) for the Lao People's Republic", which is a testament to the commitment of VAST and MTC in effectively implementing the contents of the 46th Session of the Intergovernmental Committee on Vietnam-Laos Bilateral Cooperation.
