Goal and objectives of the project

The overall objectives of the Project: i), Improve the ranking of the VJST according to the ASEAN database systems of citations (ASEAN Citation Index – ACI), International Citation Systems like SCOPUS, Web of Science (WoS). ii), Capacity building of online journal management infrastructure according to international standards. iii, Improve the administrative and editorial capacity of the participating members. Specific objectives: i), VJST has an Editorial Board including domestic and international experts in 5 related fields of science and technology with research achievements/publications meeting the international scientific standards, enthusiasm and dedication to the Journal. ii), Attracting many articles, seriously evaluating and publishing them on time and according to international standards, there are about 75 - 80 high quality articles/year. iii, Strengthening infrastructure equipment, training skills, establishing and implementing the working process of publishing department to be professional as required by an international journal. The ultimate goal of VJST: by the end of 2025 is to maintain its position in the ACI system, build a quality profile that meets the criteria of the SCOPUS or WoS systems.

Main results

- Set - up an Editor Board having typical scientists with high international publications in 5 publishing scopes of VJST, the ratio of foreign members     about 51 %. 
- Submitted articles have been properly peer-reviewed - international review, edited and published on time using the upgraded Open Journal Systems (OJS) software of Publishing House for Science and Technology. Among them, there are homepage interface, interface of papers published in first oneline, interface of VJST key information, email letter form of inviting reviewers,   email letter form of accepting paper, etc. that effectively support authors, section editors, reviewers in their activities.
- The ratio of international reviewers/reviewed articles has increased compared to the year of 2021 and earlier, reaching 8.67 % (June 2023). The ratio of international authors/submissions has increased compared to the year of 2021 and earlier, reaching 29 % (June 2023).
- The VJST dossier has been prepared in sufficient quantity and quality, submitted for registration, and has been recognized in the international database system: SCOPUS lists 3 years earlier of the schedule (December 2022). In June 2023, the VJST has a CiteScore of 0.5 (according to the SCOPUS System), H-Index of 5 (Q4, according to the Scimago System).
- The VJST was evaluated for inclusion in ACI Database System on 17 November 2017. Currently, the VJST has still been listed in this  System with higher quality requirements than in 2021 and earlier (announced  in July 2023). 

Recommendations

- VJST recommends the leaders of VAST and Publisher for Science and Technology to hire professional review, editing, and online publishing software system (for example, ScholarOne/Clarivate's software) or continue to upgrade the OJS system already installed. The Publisher should provide the website of Publisher by English; support and arrange general governance for the VAST's journals.
- Recommends the leaders of Publishing House to ask the State Council for Professorship to score of 1.5 points for each published article in VJST from 2023.
- Recommends the VAST leaders to allocate operating funds for the VJST like VAST1 journals after this project is accepted.
