Goal and objectives of the project
  • Overall Goal: The capacity of Vietnamese authorities related to water environment protection will be improved
  • Project purpose: Scientific and technological basis of VAST (IET) for the improvement of the water environment will be further strengthened, in detail:
  1. Integrated network system that aims at bridging the VAST(IET) head office and branches, and thereby ensuring the synergy effects in dealing with nationwide environmental issures, is established and operated
  2. Scientific and technological level of VAST (IET) head office and branches on water environment monitoring/ evaluation/ countermeasure is enhanced through the effective operation of integrated network system and so forth.
  3. Capacity of VAST(IET) on practical scientific and technological services in the field of water environment is strengthened
Main results

(1) Integrated management system (Integrated network) that aims at bridging the VAST(IET) head office and centers (Da Nang environmental technology center, Center of environmental technology at HCM city) is established and operated
VAST has established Center of environmental technology in Da Nang and HCM city, which are belonged to Institute of Environmental Technology (IET) in Hanoi. The two centers havetheir own  legal status, regulations, activities, functions and task, and  use IET’s bank account.

  • To receive and install the machinery, equipment and facilities, which were supported by Project – Phase 2 to Centers of environmental technology in Da Nang and HCM cities; put the facilities and equipment into operation; and train the staffs of centers to use and carry out their scientific researches on the installed equipment and facilities.
  • To develop 2 manuals according to Integrated management system (Integrated network system)
  • To operate integrated network system, including supportation and training activities for the staffs of two centers.

(2) Scientific and technological level of VAST (IET) head office and branches on water environment monitoring/ evaluation/ countermeasure is enhanced through the effective operation of Integrated management system (integrated network system) and so forth

  • Complete Handbook of Water Quality Monitoring
  • Develop Manuals for appropriate technologies on wastewater treatment
  • Facilitate the registrations to achieve VILAS/ISO 17025:2005, which is awarded to standardized laboratory
  • Conduct training to VAST (IET) staffs in order to strengthen their capacity on analyzing of trace substances as well as advanced analytical skills
  • Implement 45 scientific research tasks in the field of wastewater analysis and treatment using budget of the Government of Vietnam

(3) Capacity of VAST(IET) on practical scientific and technological services in the field of water environment is strengthened
     From 2008 to now, Institute of Environmental Technology (IET) has conducted more than 300 scientific and technological services for MONRE and DONREs of which 82 scientific services relate to the field of water environmental management. The number of scientific services of IET has been increasing every year.
    IET has organized three Coordination Meetings with VEA/MONRE/and provincial DONREs (240 participants). The Coordination Meeting aims to disseminate the project activities, discuss the environmental issues, propose methods of environmental pollution treatment, develop plan to implement national target on environmental protection with MONRE/VEA/ and provincial DONREs. The participants of meeting have proposed several research cooperation proposals on environmental protection.
    Through the 3rd Coordination Meeting, IET signed the cooperation minutes with some provincial DONREs such as Hanoi, Hai Phong, Hung Yen to provide technical support services; scientific and technical consultancy; supervision and training in the field of water treatment and environmental protection. Besides, Bac Kan DONRE has requested project to provide technical consultancy to install 7 centralized wastewater treatment facilities. The project also received request on technical proposals for wastewater treatment in Hoi An city,  development of wastewater treatment technology by SBR method in some locations. Project has also contributed to find method to treat anti-flooding system in Ho Chi Minh City, etc.
    Thus, after 4.5 years of project implementation with support from Japanese government in terms of science, technical transferring, human resource training and the continuous effort of IET leadership and staffs, the Project – Phase 2 has gradually achieved the goals and certain successes.

Novelty and actuality and scientific meaningfulness of the results
  • The Project has developed and put the Integrated management system (Integrated network), which can bridge the VAST(IET) head office with Centers of Environmental Technology in Da Nang and HCM city, into operation. The two centers were provided modern and synchronous equipments and facilities, with trained and young staffs. It can be considered as one of the success of the Project.
  • The Project Phase 1 and Phase 2 provided a huge number of modern equipments, and helped to improve human resources  of VAST (IET) in the field of scientific research and wastewater treatment .
  • Help to improve the capacity of IET’s staffs on scientific research, technical skill, foreign language ability and communication proficiency through a number of domestic and abroad training courses. During the project implementation time, the management skill of 60 IET staffs, including 1 PhD, 4 MSc and 40 other staffs were directly and indirectly trained by participating the short- and long-terrm training courses in Japan. Besides, 2 study tours to Korea and Laos were organized.
  • 45 scientific research tasks on environmental treatment technology, environmental monitoring and analysis, environmental management and solutions for environmental management were implemented using budget of the government of Vietnam.
  • Through the above mentioned results, the Project has supported 4 laboratoriess of IET/VAST to register as standardized laboratory. ¾ registered laboratories were awarded VILAS/ISO 17025:2005 certification, which cover 57 administrative and 67 technical SOPs. It is a great success of the project – phase 2.
  • Have completed the compilation of 3 manuals:

        1- Handbook for water quality monitoring, 201 pages
        2- Industrial wastewater treatment technology manual, 450 pages
        3- Guideline of industrial wastewater management, 67 pages

Research region

The project purpose is to enhance the capacity of VAST (IET) in the field of water environment protection. Therefore, key partners to develop and apply the results of the project are MONRE and DONREs. IET becomes a main partner of VEA/MONRE in the field of technology, assessment and consultancy as well as the state inspection for environment protection. It is a greatest task that the project was successfully implemented in recent years.

Recommendations
  • After project completion, VAST (IET) is going to receive all equipment.  VAST/IET should continue to promote the management experiences that gained from the project. VAST/IET should have appropriate management and utilization policy for all of project equipment. So that, the project equipment become a strong asset to solve the key environment issues of the country.
  • The supported equipments are modern one, which require users with high technical level, place for installation, electricity supply, warranty, maintenance and high cost spare parts. Therefore, VAST (IET) should have mechanism to support departments to fulfill their duties at the actual conditions of Vietnam.
