+ Organizing scientific research activities and transferring scientific research results Tasks: + Formulate and organize the implementation of strategies, master plans and master plans for the development of GUST through each period, annual plans in accordance with the overall development planning of VAST and the educational development strategy of the Government
+ Promote and improve the quality of training at VAST; closely coordinate in training work with scientific research units, creating the best conditions for scientific research units to conduct training; make the most of the potential of scientific staff of scientific research units in teaching work at GUST
+ Develop curricula, curricula, teaching and learning plans for the professions is allowed to train
+ Organize enrollment and manage learners.
+ Organize teaching, learning and other training activities according to training objectives and programs; certify or grant diplomas and certificates according to competence
+ Recruiting and managing cadres, civil servants and public employees in accordance with the law and VAST; building a contingent of lecturers of GUST in sufficient quantity, balanced in terms of qualification structure, industry structure, meeting the standards of trained qualifications.
+ Detecting and fostering talents among the staff, civil servants, public employees and learners of GUST.
+ Mobilize, manage and use resources in accordance with the law and VAST. Implementation of projects on human resource development
+ Organize for cadres, civil servants, public employees and learners to participate in social activities suitable to their training professions and social needs.
+ Self-assess training quality and subject to training quality accreditation by competent agencies; building and developing the quality assurance system; strengthen the quality assurance conditions and continuously improve the training quality of the GUST
+ Organize scientific research activities and transfer scientific research results in accordance with the law and VAST.
+ Participate in the scientific evaluation and appraisal of socio-economic development programs and projects in ministries, branches and localities according to current regulations; carry out scientific advice in accordance with the provisions of law.
+ Linking with economic, educational, cultural and scientific organizations in order to improve the quality of education, associate training with use, serve the cause of socio-economic development, supplement finance for GUST.
+ Building, managing and using database on: contingent of cadres, civil servants and public employees; training, scientific and international cooperation activities; about learners' learning and development after graduation; participate in forecasting human resource needs in the training field of GUST.
+ Exchange of scientific information; publishing scientific publications, disseminating scientific research results, disseminating scientific knowledge according to the provisions of law.
+ International cooperation in training and scientific research in accordance with the law and VAST
+ Manage and use the GUST's finances and assets in accordance with the regulations of the State and VAST.
