- Lead and manage all aspects of VAST's activities according to the VAST's functions, tasks and powers;
- Direct and handle the work under the authority and responsibility of the President of the Institute as prescribed by the Government; take responsibility before the Prime Minister for all activities of the Academy;
- Sign documents to be submitted to the Government, the Prime Minister, and superior agencies. In case of necessity, the President of the Institute authorizes the Vice President of the Institute in charge of the field to sign the submission;
- Presiding over and directing the implementation of strategic tasks, breakthrough solutions in the fields and unexpected tasks;
- Monitoring and directing the field of international cooperation;
- Head of the Department for the Advancement of Women VAST; Head of the Academy's Digital Transformation Steering Committee;
- Acting as Chairman of the Emulation - Commendation Council;
- Directly monitor and direct the International Cooperation Department.

Assist the President of the Institute in the management and administration of the following areas:
- Personnel organization, training and retraining of public employees;
- Internal political protection work;
- Emulation - commendation work;
- Inspection; preventing and combating corruption and negativity, practicing thrift and combating wastefulness in accordance with law;
- Administrative reform work;
- Office work, legal work;

- Union work: Trade Union, Ho Chi Minh Communist Youth Union, Veterans Association.

- Served as Chairman of the Council of Hanoi University of Science and Technology; Head of the Editorial Board of the English website; Head of the Steering Committee for the implementation of the Budapest Treaty on the international recognition of the deposit of micro-organisms in order to carry out the VAST's patent procedures; Head of Project Steering Committee "Building Hanoi University of Science and Technology";
- Directly monitor and direct: Technology Application and Deployment Department; activities of technology deployment zones, product display and introduction zones at VAST;
- Perform a number of other tasks assigned by the President of the Institute.
