FUNCTIONS AND TASKS
Functions:
  • The Personnel Department is a subdivision of Vietnam Academy of Science and Technology has the funtion to help President of VAST implement unified management on organizaton and officers under the provision of the State and the other provisions of VAST.
Tasks:
  • Building and reporting the President of VAST the planning and  annual work plan of Personnel Department; Join building strategy, planning, long-term development plan, 5 year and annual of VAST.
  • Building and reporting the President of VAST the planning, planning of organization, staffing, personnel, training and fostering cadre management jurisdiction of VAST.
  • Building and reporting the President of VAST enacting the regulation, regulation of management in the organizations, officers; Join construction, appraisal, suggestions of projects, draft texts, other proposals by the President of VAST.
  • About the organization:
- Guide, test, urge the implementation of the provisions on the functions, duties, powers and organization of the VAST’s units;
- Hosted, in cooperation with the relevant staff to help President of VAST in: construction project established, merged, dissolved affiliated VAST’s units to report the Prime Minister; Appraisal schemes established, merged, dissolved the unit authority decision of the President of VAST;
- Staff help the President of VAST in issuing regulations on the functions, duties, powers, organizational structure of the VAST’s units .
  • About the staff :
- Building planning of VAST’s annual staffs and reporting the President of VAST; 
- Reporting the President of VAST allocation staffs for VAST’s units.
  • About the personnel:
- Staff help the President of VAST in: recruitment, appointed to the quota, lifting quota, transfer quota, raise salaries, planning officer, appointed, reappointed, rotation, dismissed, resignation, retirement, severance, reception, articles, dispatched, transition, recurring task switch location, assessment officers, declaration of assets, income, records management officer, discipline, resolve complaints, denunciations and the other modes for policy officer, servant, officer under the provisions of the State and the decentralized management of VAST; 
- Staff help the President of VAST in: decision on the choice of election officers, study in the country, foreign travel, send officers abroad under the provisions of the State and the decentralized management of VAST; 
- Staff help the President of VAST in: allowing the officers to go overseas on its own under the provisions of the State and the decentralized management of VAST; 
  • About trainning, fostering officers:
- Staff help the President of VAST in: building planning of trainning, fostering officers for 5 year and annual of VAST;
- Guide, test, urging of VAST’s units in implementing the training and fostering officers;
- Chairing or coordinating with other relevant units organized classes fostered professional, professional for the staff;
  • Hosted in the construction, management and use of database about the organization, staffing, personnel, training and fostered; make the application of information technology in the work of the organization and staff.
  • Make protecting the VAST's internal politics and the regulations on State secrets in the organization, officers under the provisions of the State and the decentralized management of VAST;
  • Staff help the President of VAST to organize and implement the emulation, reward and discipline for officers under the provisions of the State and the decentralized management of VAST;
  • Hosted, in cooperation with the relevant units to implement prevention and anti-corruption, negative, wasteful in VAST under the provisions of the State and the decentralized management of VAST;
  • Guide, supervise, inspect the unit directly under the correct implementation of the State  and VAST regulations about organization and personnel;
  • Preliminary review, summarizing and reports, recurring or one-time statistics about organization and personnel under the provisions of the State and the decentralized management of VAST;
  • Managing officers, servants, officers, property and implement the emulation, reward of Personnel Department under the provisions of the State and the decentralized management of VAST;
  • Implementation the other tasks of the President of VAST.
